The TCOLE L-3 Determination involves psychological assessments that result in the L-3 Declaration of Psychological and Emotional Health one must have for admission to some peace officer training academies (including the CAPCOG Academy in Austin) and for commissioning as a peace officer in Texas.

TCOLE Testing Process
What to expect: The TCOLE Testing process is efficient and convenient. We provide either virtual or in-person assessments, depending on your preference. Typically the entire process requires a time commitment of between 2 to 4 hours total for the psychological testing and interview.
Please call our office to start the process. You may choose to complete your testing either virtually or during an in-person office visit. If you opt to test virtually, we will take your contact information over the phone and send you HIPAA-compliant emails with documents and assessments for your completion. Once you have completed these in the convenience of your own home or office, you will call us again to schedule a brief, virtual interview over Zoom. This interview will take from 15 – 30 minutes. Upon satisfactory completion, we will sign your L-3 and email it to your referring police department or to CAPCOG. Officers who choose an in-person assessment and/or interview will be accommodated to suit their scheduling requirements. The total fee for TCOLE Assessment is $350.
Professional Experience
Dr. Mustin has been a licensed psychologist since 1980 and during that time has administered over one thousand TCOLE L-3 Determinations. Dr. Mustin prioritizes her work with law enforcement, providing Assessments, Stress Management Training Seminars, Critical Incident Stress Debriefings, Integrated Psychotherapy Services, and Fitness For Duty Evaluations.

Fees
The fee for the L-3 Determination service is $350, payable whether you pass or not. If you are paying personally, we will accept cash, check, credit cards or a money order. If you are paying personally, the fee is payable at the beginning of the process. If your assessment is being paid for by a third party such as a police department or other governmental entity, my office staff will be glad to bill them with your signed consent form authorizing this communication.
Interview and Feedback Session
The interview is an integral part of the TCOLE Testing process and allows you the opportunity to elaborate on the information you provide us on your psychological assessments and Confidential Personal History Questionnaire. During this session you will be given feedback on your performance on the psychological assessments.
Prompt Scheduling of Appointments: When you call for an appointment with us for the TCOLE L-3 Determination process, we will take your contact information over the phone and send your assessments to you right away. Once you have completed these, you will call us to schedule your interview as soon as possible, usually within a day or two. You may choose an in-person appointment or a virtual appointment for your interview. If you need to cancel or reschedule, we request the courtesy of a 48-hour notice if at all possible.
